Federal regulations dictated front seat lap belts only for 1965, the rear seat lap belts were optional. Front and rear seat lap belts were required for 1966 and on. Front seat shoulder belts were an option in 1967 and required for 1968 on.

There were 2 standard options that could be deleted on a 65 Mustang.The heater and the seat belts.One of my cars is a factory seat belt delete car.

The anchors are there.I don't know if they were plugged or not as the original owner installed his own seat belts.
