I was just at a friends house and he has a matched, pretty well unmolested, set of early HIPO heads. One is a "19" and the other is a "21" cast number and both are dated 3M23. Would these be for an early Mustang application?

With December '63 castings? No, they would not be correct for a regular production Mustang.

Thanks, I had not considered that they may have been on a Cobra. If he wants to sell the heads does it matter whether they are off of a Fairlane or a Cobra? If so, is there a way to tell which they may have been on?

Theres no way to tell what they came on unless they were a race head with SA vendor markings
All early Hipo's were designed for Fairlane and were used by CS to install as you have to remember that is a British made car with 4 cyl. he modified!
