I'm not selling this just wanted to give the heads up.
Does Ebay really tolerate this?

no they don't.
you have go to the bottom of the auction page and select "report this item to ebay"
the menu selections goes like this:
Listing Violations > eBay Motors or vehicle related > Prohibited (banned) items > Vehicle Identification Number (VIN) plates
I have reported such auctions to ebay in the past. Most often they are removed.

the something was probably going to be a C code car that he thought he would be able to sell for an extra 10-15K after swapping the tag, then figured out he might be bending a law some how, so now just sell the tag, make a few grand and let somebody else stick it on a C code and sell it. he is just selling a piece of auto history memorabilia after all. <img src=images/icon_smile_wink.gif border=0 align=middle>

Unfortunately, the seller still got a lot of exposure and will probably get a few offers if its removed.
I see that he has changed the description to how it would make a nice wall memorabilia piece.
sometimes there is no justice.
