Not sure what you mean. The first smog heads were C7ZE heads, but had the same markings as the C5OE head in the rocker arm areas, with updated date codes.
I think this individual is refering to cars that were to be sold in California in 1966 when their smog regulations went into effect. I have a set of A code heads from a 1966 San Jose car that were thermactor equipped. I don't know if the K code heads of that period are similar.
The original post mentions Hipo heads not the A or C code ones. Since it took Calif till mid April before it caught up with the Hipo/K code these heads (Hipo with thermactor ports) came installed on only a hand full of cars.
No 66 Hipo California car sold to the public was required to have Thermactor originally - though the state has tried many times since then to retrofit these cars will all sorts of systems
