Was the gas cap cable present from the beginning of 64 1/2 Mustang production into the remaining 65 model year cars, or did the early cars come without the cable on the standard gas cap?

Could be wrong, but I thought the cable came with the '65' change over.
You are correct when you said it came with the 65 change over, however some of the early 65's (cars built in August 64) might not have the cable. My August 28 1964 Dearborn A code convertible does not have the cable.
Yes my Pace car had no cable on the cap, but I had what I called a 65 3/4 coupe that had the cable, and an alternator but had early items like the hood, the chrome wiper bases and the clip on door handles.
My Sept 28 Dearborn fastback has the cable but has a ton of other early stuff. Hope that helps.
The changeover date in the single year, 1965 MPC shows before/after July 1, 1964. This is pretty consistent with my observations.
Keep in mind the filler neck is unique to cars w/out the security cable.
