When did ford start making the NOS front and rear inner fender aprons that were already spot welded to the shock tower and front inner frame rail.I saw a pair of black ones that had a 1976 shipping label on each of them the only date code stamping was on the upper center obove the shock tower, one of the shock towers had the factory big block brace that you would see on a boss 302 or a 428 car. i have only seen NOS front inner fender aprons sold individually untill now.

As part of contracts and guidelines, a certain amount of "service parts" were usually specified to be made and usually at the same time as the factory line parts were made. If there was extra demand later, the tooling would be brushed off or new tooling made and parts re-issued.
To answer your question, the large front inner fender "chunks" would have been made available from a Ford parts counter practically at the same time the cars were being sold.

Just curious, how did they get the panels in the correct position to spot weld them to the shock tower and inner frame rail ,they must have had a jig to keep them in position while the parts were welded together.

It's a lot easier than that. There are alignment holes and edges that fit together to bring the pieces within a certain tolerance.
