horn brackets & steering shaft tube finish

Two "newbie" level questions:

1. What is correct finish for horn brackets? I've seen some painted black, but I assume they are supposed to be zinc or cad plated?

2. Steering tube protruding into engine bay - painted body color, interior color, primer, black, ..?

I have Helm's "Mustang Detailing Guide" but it is too vague to be of much help.

Horns are all black.

Steering column is the same color as the interior (painted off the car).
