OK, the steering wheel is new along with the parts in the column but when the horn ring is applied, it shorts and blows the fuse. It worked fine initially when I put it together. We pulled the steering wheel, touched the horn contacts together and it works fine. We tried parts from the old steering wheel to no avail. I feel that it's something simple but we can't find it.
