1700 rpm flutter

I have a flutter that starts at 1700. The valves are adjusted, I have new carb, distributer cap and wires, set the points, checked the timing with a light to see if it was dancing and it held even. I was wondering if anyone else has ever run into this and what the remedy could be. I'll also take any guesses.

Did you put a vacuum gauge on it? What kind of coil are you running on the car.

I bought another carb, I think that its the problem
