$4500 to strip and paint seems way to cheap. I had my car painted about one year ago. car was hit while at a muffler shop, the fender was repaired and repainted, but the colr wasn't quite right. Went back to the insurance co. and had the whole car repainted on their dime for $10,000. they didn't even blink an eye, just ponied up the bucks to have it done.
$4500 sounds like a joke. I had my car totally disassembled and painted by pieces then reassembled.
